Thanks guys.

Here's what was done to it:
Removal of DK3 artwork, PCB, and all internal wiring since it was hacked all to hell. Looked like an electrical tape factory sneezed in it.
Patched up gouges, scratches and holes all over the cabinet. Reglued bezel retainer. Cleaned interior.
Replaced all capacitors in the power supply.
Rebuilt AC input wiring.
Bought new marquee, bezel, control panel overlay, side art, instruction stickers, coin stickers, coin mechanisms, vinyl sheets, joystick, and buttons.
Bought used control panel (DK uses wood, DK3 was metal), wiring and PCB.
Repainted the front with Home Depot Alkyd color matched paint. Gave up on it after four coats gave incomplete coverage.
Stripped all the paint off the machine.
Repainted with Rustoleum Sunrise Gloss Red paint so the vinyl would have consistent backing color.
Applied and trimmed vinyl.
Applied side art.
Patched up gouges on control panel and repainted.
Installed new white t-molding around the edges.
Installed parts on control panel and rewired.
Rewired the interior and installed the PCB.
Tested the power supply for correct voltages, then tried out the board.
I just need to do wire management now to clean up the look of the interior. Other than that it's completely done.
